The proposed assessment will gather beneficiary feedback and examine the delivery and impact of flagship programmes
Cabinet approves monitoring project
The Karnataka Cabinet has approved Rs 14 crore for K-Monitor, an initiative designed to assess the performance and impact of government welfare programmes. The study is intended to examine whether public spending is translating into the benefits promised to citizens and to identify gaps in implementation.
Large-scale beneficiary survey planned
Around one lakh beneficiaries are expected to be identified for the exercise, with approximately 60,000 responses to be collected through randomised surveys and field research. The feedback is intended to provide a picture of how people access government assistance and how the programmes affect their lives.
Five guarantee programmes included
The assessment will cover Karnataka’s five guarantee schemes: Gruha Lakshmi, which provides financial assistance to women heads of households; Gruha Jyothi, which offers eligible households free electricity benefits; Anna Bhagya, which provides food-grain assistance; Shakti, which enables eligible women to travel free on state buses; and Yuva Nidhi, which offers assistance to eligible graduates and diploma holders.
Efficiency index to assess performance
A key element of K-Monitor will be an efficiency index for welfare programmes. The proposed framework is expected to help policymakers assess implementation, identify administrative shortcomings and examine whether benefits reach intended recipients.
Study to examine gaps in delivery
The project will also look for possible leakages and weaknesses in the delivery of government assistance. The findings could help officials identify where programme design or implementation needs improvement and provide a basis for reviewing the use of public funds.
Findings expected to inform future policy
The Karnataka government says the initiative will strengthen accountability by measuring outcomes rather than relying only on implementation figures. The field-level feedback and data gathered through K-Monitor are expected to inform future decisions on welfare spending and programme delivery.
